ROY, Joseph Wilton Rouer, Cdr, RCN, MPK - 22 Oct 1940, HMCS MARGAREE - Son of Joseph R. and Edna P. Roy; husband of Eileen P. Roy, of Victoria, BC.

 

Commander Roy was one of our bright officers who would have gone a long way," Admiral P. W. Nelles, chief of naval services, declared today of Joseph W. Roy, skipper of the Canadian destroyer Margaree, lost at sea with her captain and all but 31 of her 171 men. In the spring of 1940 Commander Roy was sent from Ottawa on a "secret naval mission," and performed his task most satisfactorily. Before he left Canada in August he had acted as director of naval operations at Naval Service headquarters, Ottawa, directing the movement of ships in the Royal Canadian Navy. He sailed on the lone boat for England with his brother, Major Arthur Roy, of Vancouver, member of the Canadian Permanent Force, and now serving in the United Kingdom. He was born in Ottawa in 1901, the son of Joseph Roy, one-time civil engineer and inspector-general of the Dominion department of public works, and the former Edna Harvey of Victoria. His mother died before he reached his second birthday, and he was brought up in Montréal. He was educated at Loyola college, and upon graduation from that institution entered the Royal Canadian Naval College of Canada in 1916, where he remained until 1918. After attending the Royal Naval Staff college in England, he saw service in HMCS Skeena, Fundy and Patriot; the British Navy vessels Aaron, Royal Sovereign, Benhew, Excellent, Valerian, Vivid and Pembroke, and also at the Canadian dockyards at Halifax and Esquimalt. He married Miss Eileen Pamela Shaw, of Victoria, in July, 1929. They have two children, Louise, nine, and Richard, three. Mrs. Roy is at present residing in Halifax.
